The university was created on 23 May 1930 as the Moscow Power Engineering Institute, by merging the electrical engineering faculties of the Moscow Higher Technical School and the Plekhanov Institute of National Economy.

The “Future of Energy Engineering” olympiad for foreign students holding (or completing) a bachelor's degree gives winners tuition-free master's admission without entrance exams. It is held in person at international venues including Tajikistan, Uzbekistan, Kyrgyzstan, China and Kazakhstan, in Russian or Chinese.

Move-in is booked through an electronic queue in the applicant's personal account at pk.mpei.ru; a passport, a data-processing consent and medical certificate form 086/у are required (per the dormitory guide for 2025 enrollees).

Within walking distance of the dormitories are the MPEI Cultural Center, canteens, a swimming pool, the “Energia” stadium, academic buildings and the scientific and technical library; dormitories have study rooms, gyms, recreation rooms and laundries.

After passing exams, signing the contract and being admitted, applicants request an entry invitation: a form in Russian and a copy of a passport valid at least 1.5 years, sent electronically to [email protected]; processing takes 30 days and the invitation is sent electronically.

Every student arriving in Russia must obtain a medical insurance policy to receive care at the university's medical center, and undergo fingerprinting, photographing and a medical examination.

Tuition is paid per semester at 50% of the annual fee: autumn by 15 September, spring by 15 February; students who do not pay on time are expelled.
